When is the best time to divide them? Fall or early spring? Thanks

I divide in the fall after everything has turned brown.

I divide mine in the fall but I found out that if you take care they can be moved almost anytime. I split one last summer as I wanted to use the space and moved it. I noticed the other day it is starting to come through the ground now, even though it's 34 degrees out.

I think fall is always recommended to divide the peonies before the ground freezes of course and so the roots can settle in for the winter. 

If push comes to shove and you need to move them in spring, do it very early before they've made much new growth and don't plant them too deep.
